International Registration Plan (Celtic IRP)
Our IRP system can be deployed standalone or as a fully integrated solution with IFTA. Our product gathers carrier and vehicle specific information and keeps a history of all changes to the information. Invoices are calculated based on the jurisdictions of travel, the % of distance travelled in those jurisdictions and the weights associated with the individual vehicles. The base jurisdiction collects the appropriate registration fees and distributes these fees through the IRP Clearinghouse to the other jurisdictions where the carrier intends to travel.
International Fuel Tax Agreement (Celtic IFTA)
Our IFTA system can be deployed standalone or as a fully integrated solution with IRP. Our product gathers carrier and fuel specific information including distance traveled, fuel used and taxes paid and keeps a history of all changes to the information. The Celtic web based application can be used to enter renewals, decal requests and quarterly tax returns. Current tax rates are applied each quarter to verify returns are correct, and funds are netted among jurisdictions through the IFTA Clearinghouse. Our audit feature provides for 12 quarter audits with rolling interest and penalties.
Commercial Vehicle Information Exchange Window (Celtic CVIEW)
Our CVIEW application, fully integrated with SAFER, is offered as standalone or a totally integrated solution with IRP and IFTA. As carrier and vehicle registrations are applied for or changed, the IRP system will check CVIEW to verify the carrier and vehicles are safe and have current credentials in good standing based on data from other motor carrier systems. Celtic's CVIEW interfaces with SAFER on a nightly basis to update the federal database with daily activity from IRP and IFTA, and to update CVIEW with daily activity from other jurisdictions. This information provides IRP and IFTA offices with critical information for registering, renewing and issuing credentials to carriers and vehicles. CVIEW also allows roadside law enforcement to quickly ascertain if a carrier or vehicle is in compliance with safety and credentialing rules helping to keep unsafe vehicles off the road and save lives.
Automated Permitting/Routing (Celtic Permits)
Our Permitting application provides for on-line application and issuance of permits. This includes carriers travelling through a specific jurisdiction with an over-dimension or overweight load. Rates vary in each jurisdiction and generally requires a permit be issued before the vehicle is allowed to travel in that jurisdiction. Celtic also provides an automated, intelligent analysis and routing system whereby a carrier can provide start and end points for travel and the system will check for any restrictions for the load weight and dimensions. A carrier may enter their own desired route of travel or envelope route and the system will evaluate the route to ensure there are no restrictions. If restrictions are found, the system will describe the failure details and provide an alternative route or allow for entry of another route. Authorized administrators will maintain restrictions with manual overrides.
Celtic Document Management System (Celtic Doc Man)
Celtic's DOC Man product is used for storing various documents generated by the Celtic applications as well as scanned supporting documents submitted by the carriers or taxpayers. Documents may include Cab Cards, Invoices, MCS-150 forms, etc. Carriers can attach an image of their documents and submit them to the jurisdiction for uploading to the imaging database for subsequent retrieval as necessary. This eliminates the need for mailing or delivery of certain documents as allowed by each jurisdiction.
Celtic Motor Carrier Skills Evaluation and Training (Celtic SET)
Our CSET product is designed to manage the training across all jurisdiction's applications. CSET captures test results to evaluate the student's knowledge of business rules and application tools. CSET interprets the test results and prescribes a recommended course of action and appropriate training materials. CSET interfaces with our Motor Carrier applications for skills evaluation.
